counting from zero

Counting from 0,1,2,3.....9 because 0 is a number.
Don't count from 1,2,3......10 . Since childhood,we were taught to count from 1.
In the library classification system :
1/ the people's university system (in many places there is confusion )
2/ the Chinese academy of science system dated 1981 (vol-1,p157: in section 39.9/08.1,It is more clear to say 39.90081.Though they count from zero but inefficient use of zero).
Also section 36/01-08.1: it should be 36.001 to 36.0081
